Kazakhstan’s AI-Driven Future: Key Takeaways from President Tokayev’s Vision
In his -of-the-nation address on September 8, 2025, “Kazakhstan in the Era of Artificial Intelligence,” President Kassym-Jomart Tokayev outlined a transformative agenda for Kazakhstan, focusing on digitalization, economic modernization, and global connectivity.
Central to Tokayev’s vision is the creation of a Ministry of Artificial Intelligence and Digital Development, led by a Deputy Prime Minister-level expert, to make Kazakhstan a “fully digital nation” within three years. A new Digital Code will govern AI, big data, and platform economies, while a State Digital Asset Fund and a forthcoming Banking Law aim to advance fintech and combat cybercrime. “Artificial intelligence is shaping society,” Tokayev noted, urging rapid adoption to stay competitive.
Economic reforms prioritize investment in high-tech and manufacturing sectors. The President called for a revamped investment system, introducing a Regional Investment Attractiveness Index and potentially rebranding the Illegal Asset Recovery Committee to focus on investor rights.
